A poor hatch almost always comes down to the eggs before they were set or the conditions inside the incubator. Work through these causes one at a time.
After a poor hatch, open the unhatched eggs (outdoors, with gloves). Clear eggs point to fertility or storage; early deaths (blood rings) to storage, temperature or handling; fully formed chicks that did not pip to humidity or temperature at the end. If candling on day 7 shows clear eggs, they were most likely infertile or stored too long before setting.
